Dennis Burns Information Session Background ![]() With continued growth and development of Downtown Winnipeg there has been much discussion about the importance of creating a downtown parking plan that encompasses many variables leading to a vibrant downtown. There is a strong desire for downtown parking to more adequately and further act as a tool or an enabler to further community economic development and downtown revitalization. A majority of the downtown stakeholders agree that it is important to be pro-active in managing downtown development and growth in the context of a sustainable and strategic plan. Such an approach would encompass a parking plan developed within a broader strategy including transit and transit oriented development policy, a walkable community and all in the context of critical place making and design excellence standards. Parking authorities are one of the key ingredients in harmonizing downtown development challenges with ongoing transportation needs. And by bringing in a knowledgeable speaker to talk about the roles of parking authorities, best practices, and downtown development in North America the City will certainly benefit. Objectives: 1.Raise awareness on this topic(s); 2.Stimulate discussion; 3.Provide solid recommendation and directions to the various agencies and departments so that they can integrate these ideas into their own policies and strategic plans. 4.Use this event as the spring board to commence the creation of a modern Downtown Parking Strategy that will promote the growth of an exciting, functional and sustainable urban environment for future generations. The Proposed Areas of Focus for the Presentations will include: 1.Role of parking – public and private – in a major city 2.How parking affects city growth, and how city growth affects parking 3.How to densify parking, turn surface spaces to garage spaces 4.Zoning and planning tools and techniques to leverage parking for growth 5.Parking vs. Transit OR Parking + Transit 6.The role of parking in transit oriented development 7.How to deliver public parking to modern businesses in a growing City 8.Parking supply and demand – how much is enough? 9.The role of municipal parking or a parking authority in a major city 10.Triggers to sparking private development of public parking facilities – 3 P or other model 11.The importance of setting proper meter rates for on and off street parking got drive retail L. Dennis Burns Bio: Mr. Burns is the Senior Vice President of the Studies and Operations Consulting Group for Carl Walker, Inc., a national parking design and consulting firm. Mr. Burns has over 25 years of parking operations, management and consulting experience. At Carl Walker, Inc., Mr. Burns has developed the Studies & Operations Consulting Group into one of the most respected parking consulting groups in the US. Mr. Burns has lead national research and analysis efforts in the areas of parking system organizational development, parking as an economic development strategy and parking system strategic planning. He speaks extensively on parking system technological advancements and related management applications. Mr. Burns has published extensively including the International Parking Institutes’ “Parking Management – The Next Level” and the International Downtown Associations’ publication “Making Business Districts Work”. Recently, Mr. Burns has been engaged in research and development work related to “integrated access and mobility management strategies” and has been involved in developing new parking requirements and planning principles related to transit oriented developments and transit station area plans. Mr. Burns serves on the IPI’s Council of Advisors and the International Downtown Association’s Board of Directors. |
