An alternative to giving spare change to panhandlers


When you give panhandlers your spare change, you can't be sure where the money will go. Rather than give your spare change to panhandlers who might use the money to buy alcohol, drugs or cigarettes, drop it in Change for the Better collection boxes located throughout downtown. Your donation will support social agencies that give people in need the help you want to give them.

After donating, take a brochure and look for the Help Key inside. The Help Key can be given to a panhandler instead of spare change and can be redeemed at six downtown social agencies for a meal, change of clothes and counselling, as well as a shower and shelter at some agencies. Funds from collection boxes are distributed to six social agencies that provide fundamental resources like food and clothing to people in need.

When does a panhandler cross the line?

It is legal to panhandle, but a panhandler cannot:
  • block your way on a street
  • follow you after you say "no"
  • verbally threaten or insult you
  • approach you in a group of three or more
Aggressive panhandlers should be reported to the Winnipeg Police Service at 986-6222, then to the Downtown Watch at 958-4627.

The Help Key

In addition to donating to Change for the Better, you can give a Help Key to panhandlers you pass on the street. The key can be redeemed for a meal, change of clothes and counselling, as well as a shower and shelter at some agencies.

There are six social agencies downtown that accept the Help Key and provide food to people in need.
