The Downtown Winnipeg Business Improvement Zone (BIZ) is dedicated to making downtown Winnipeg the place to work, do business, live, shop and enjoy.

We do this through events, partnerships and our many programs. The Downtown BIZ is committed to the downtown community, providing programs that respond to member needs. Issues we address include parking and transportation, social and safety issues, and the image of downtown.


We also promote the city centre to regular downtown users, Winnipeggers in general and tourists.

Principles for Revitalizing our Downtown

Adopted by the Downtown Winnipeg BIZ

In recognition that a vibrant and thriving downtown that is alive with unique entertainment, culture, arts, history, heritage, retail, street culture including our ethnic and social diversity:
  1. Reflects to citizens and the world alike what we are, and where we have come from, and;
  2. Lead to the creation and expansion of business, creates a strong tax base and employment opportunities that will keeps our youth here and attracts new population

The Downtown Winnipeg BIZ is committed to advocating, promote and/or financially support the following values and principles of successful Downtown Revitalization in Winnipeg:
  1. Increase the safety and cleanliness in our Downtown
  2. Participate in facilitating the creation of market rate residential housing, located and in close proximity to downtown.
  3. Create aesthetic and functional pedestrian and vehicular linkages that encourage movement between the key downtown business areas, and continue to explore and support alternative (rapid) transit solutions that facilitate better and timelier access to and from the downtown to increase student and suburban visits.
  4. Address the panhandler and disorderly behaviour issues through a comprehensive and multifaceted approach, involving community and business stakeholders.
  5. Encourage adequate parking that does not separate active uses with massive parking lots, and promote rapid transit.
  6. Promote street level activities and amenities, including public art, green spaces, storefront businesses and outdoor stopping/ meeting spaces; to support the growth of a vibrant street culture that encourage pedestrian movement, easily accessible, and encourage walking and browsing.
  7. Utilize the City's new downtown entertainment facility to stimulate the development and establishment of upscale retail, restaurant and entertainment tenancies whose primary or only facility is located downtown.
  8. Promote and facilitate the maintenance of historic buildings with modern interiors and new structures of architectural merit.
  9. Maintain the level of support; promote cultural and recreational amenities reflective of the community.
  10. Encourage private sector to locate downtown, through the implementation of the above principles and other City incentives and policies.
  11. Continue to promote a Downtown first policy, maintain support for downtown development agency (CentreVenture), and continue to refine and improve the city's development process, (permits, zoning, design review)
